71 does not beat 67 because the others beat their counterparts based on the NUMBER OF SYLLABLES in the number when sounded out. SEVEN beats SIX in syllables, by 1. SEVEN-HUNDRED beats SIX-HUNDRED by 4 syllables vs. 3. However, SEVENTY-ONE and SIXTY-SEVEN are equal in syllables, with 4 each.
