This question came in UPSC Final Exams held in Dec ’13 and only IAS topper of that year was able to solve it.

(15-7)+(13-7)+(7-3)+(9-1)+(13-9)=30

R1 + R2 + R3 + R4 + R5 = 30

Fill the boxes using
(1, 3, 5, 7, 9, 11, 13, 15)
U can also repeat the numbers.
Now;
lets do this 3+5+7+9+ __ = 30
i.e., 24 + 6 = 30
but "6" is not a odd number but if do the mirror image ( that is , upright) so 6|9
so six can be considered as the correct number and
the equation can be as follows :
-------- *9
3+5+7+9+6=30
With this I conclude .. smile emoticon
