Firstly-->If nobody goes there, the Mall cannot be crowded.
Secondly--> May be both the statements are referring to two different things (Mall and some other thing in the second statement)
Thirdly--> There is a grammatical mistake in the first line. It should be ''That shopping mall always remains crowded''
