If D is the distance then

{Time taken to travel 'D' distance at 60 Kmph} D/60 = {Time taken to travel 'D' distance at 75 Kmph} D/75 + (40/60) {The delay by traveling slower}
D/60 = D/75 + (2/3)
5D/300 - 4D/300 = 2/3
D = 300*(2/3)
D = 200 Km.
